This is an open continuous announcement until September 30, 2022 or until the position is filled, whichever occurs first. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Minimum of 2-3 years demonstrated experience in senior executive or mid-level management positions. Minimum of 5 years' experience working direct patient care. Clinical or leadership program development and implementation at the facility VISN or above level. Demonstrated experience in leadership development with positive outcomes. Nurse Executive Board Certification or other applicable certification by ANCC. Excellent interpersonal skills and ability to work independently and effectively with a diverse group/team. Experience with planning organization wide initiatives. Experience with developing budgets, staffing methodology. Experience with planning and opening new units. VA experience Possesses a VA approved certification Membership in professional Organizations Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Heavy lifting, 45 pounds and over; Moderate carrying, 15-44 pounds; straight pulling (2 hours); Pulling hand over hand (0.5 hours); Pushing (1 hour); Reaching above shoulder; Walking (4 hours); Standing (4 hours); Kneeling (1/4 hours); Repeated bending (1 hour). Ability for rapid mental and muscular coordination simultaneously. Near vision correctable at 13" to 16" to Jaeger 1 to 4; Far vision correctable in one eye to 20/20 and to 20/40 in the other; hearing (aid permitted), use of fingers; both hands required; use of both legs required; both eyes required; depth perception; ability to distinguish basic colors, ability to distinguish shades of colors. ["The Deputy ADPCS reports to the ADPCS in this new state-of-the art facility and its associated community-based outpatient clinics. This new flagship medical center began accepting patients in December 2016 incrementally expanding operations and is driving to a 1A complexity designation. The facility consists of all private inpatient rooms with windows providing views of our iconic and historical Canal Street. All inpatient rooms can convert to double occupancy. During the height of the COVID-19 surge, 23 of 24 inpatient rooms on each unit were successfully adapted to negative pressure rooms. The Deputy ADPCS is responsible for the practice of nursing 24/7 by all registered nurses, advanced practice nurses, and allied health staff (LPNs, NAs, etc.) regardless of line authority. The Deputy ADPCS has authority over nursing job descriptions, nursing care policies and procedures; nursing standards of patient care, treatment, and services; standards of nursing practice; nurse staffing plans; and standards to measure, assess, and improve patient outcomes. He/she will ensure a competency process is in place to evaluate individual practice, as well as a review process for annual performance ratings. The Deputy ADPCS is a member of the Executive Leadership team, and participates with leaders from the medical staff, clinical areas, and administrative areas in organizational strategic planning and decision-making processes. The candidate should exhibit high performance in: Advanced understanding of clinical operations, patient flow and efficient use of resources. Demonstrated ability to assess and trend divergent factors such as evidence-based practice, healthcare market fluctuations, regulatory and accreditation requirements, and public perception into a cohesive fiscally sound strategic operational plan. Ability to effectively use data and quality metrics within a results driven organization to champion and sustain high-level scores for patient experience. We consistently achieve 4-5-star Medicare/Med Aid Hospital Compare ratings and 1st and 2nd quintile for all SHEP metrics. Demonstrated ability to form collaborative trusting relationships with patients and staff to assimilate the attributes of a high-quality patient experience, e.g., respect, timeliness, access, empathy into evidence-based practice while remaining competitive in local and regional healthcare market. Ability to recruit and retain a strong nursing workforce, achieving high employee engagement results, expanding nursing education and research missions. Demonstrated success in development and sustainment of programs and initiatives to encourage staff to perform at the top of their licenses as well as advance the profession of nursing. Ability to thrive in a high reliability organization with leadership skill sets that promote a culture of safety and performance improvement processes into the everyday lives of everyone within the organization. The Deputy Associate Director for Patient Care Services (DADPCS) has responsibility for all of the following duties (but not limited to): Ensures the continuous and timely availability of quality nursing services. Works collaboratively to address issues across the healthcare system. Provides senior leadership and oversight for daily clinical and administrative operations within nursing as directed by the ADPCS. Serves as a catalyst for the integration and collaboration of nursing with other professional disciplines and functional areas in the mutual achievement of patient-centered and organizational goals. Maintains overall management of nursing practice regardless of line-authority within the facility. Promotes a healthy work environment through shared decision-making, sustaining a spirit of inquiry, and an academic environment. Represents nursing at senior department/medical staff committees. Participates in and fully supports workforce and succession planning, and employment decisions. Supports efforts to promote systems-thinking amongst all levels of staff across the health care system to involve nurses and other staff in decisions that affect their practice to improve employee engagement, performance, and staff satisfaction and retention. Holds self and others accountable for mutual professional expectations and outcomes and helps to educate patient care team members on the financial implications of patient care decisions.
